Barbara Boxer (D-Calif.), who heads the Environment and Public Works Committee, insisted Tuesday that her panel will introduce sweeping energy reform legislation by the end of the month. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; &lt;p class="bodycopy"&gt;&lt;span&gt;&lt;span class="Apple-style-span"  style="font-family:'lucida grande';"&gt;&lt;span class="Apple-style-span"  style="font-size:x-small;"&gt;&lt;span class="Apple-style-span" style="font-style: normal;"&gt;"The bill will be introduced this month, and we're going to be marking it up shortly thereafter," Boxer said.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; &lt;p class="bodycopy"&gt; &lt;span&gt;&lt;span class="Apple-style-span"  style="font-family:'lucida grande';"&gt;&lt;span class="Apple-style-span"  style="font-size:x-small;"&gt;&lt;span class="Apple-style-span" style="font-style: normal;"&gt;The Californian, who has been working alongside Foreign Relations Chairman John Kerry (D-Mass.) on the bill, tossed aside suggestions that the Senate's overwhelming focus on health care reform will curtail its ability to also tackle energy policy this year.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; &lt;p class="bodycopy"&gt; &lt;span&gt;&lt;span class="Apple-style-span"  style="font-family:'lucida grande';"&gt;&lt;span class="Apple-style-span"  style="font-size:x-small;"&gt;&lt;span class="Apple-style-span" style="font-style: normal;"&gt;Six Senate committees have jurisdiction over climate change: Agriculture, Nutrition and Forestry; Commerce, Science and Transportation; Energy and Natural Resources; Environment and Public Works; Finance; and Foreign Affairs. Oliver Koppell&lt;/span&gt;&lt;/span&gt;&lt;/a&gt;&lt;span class="Apple-style-span"  style="font-family:'lucida grande';"&gt;&lt;span class="Apple-style-span"  style="font-size:x-small;"&gt; biked to the Mayor's bill signing of two bicycle  bills that will increase bicycling in the city by providing safe places for cyclists to park. Koppell rode down the West Side Highway from  42nd Street and 12th Avenue across Chambers Street to City Hall for the bill signing. The entire trip took 35 minutes. The goal of the Zerofootprint Building Re-Skinning Competition is to drive the state-of-the-art in retrofitting the built space-in design, materials, technology, and in retrofitting systems that may be scaled to large numbers of buildings. The hope is to create a methodology for creating zero net energy buildings worldwide. A big part of this is developing the financial model that can also be replicated. They built tens of thousands of park benches, 12.5 miles of&lt;/div&gt;&lt;div&gt;boardwalk, dozens of miles of subway tracks, the fendering and pilings&lt;/div&gt;&lt;div&gt;of the Staten Island Ferry Terminal, the decking of South Street&lt;/div&gt;&lt;div&gt;Seaport and the Brooklyn Bridge promenade. This adds up to millions of&lt;/div&gt;&lt;div&gt;board feet of tropical hardwood—and the loss of countless acres of&lt;/div&gt;&lt;div&gt;rainforest.&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;If there were an economically viable and ecologically sound material&lt;/div&gt;&lt;div&gt;for public outdoor infrastructure, strong enough that the U.S. Army&lt;/div&gt;&lt;div&gt;Corps of Engineers used it to build bridges for tanks, wouldn’t you&lt;/div&gt;&lt;div&gt;choose that instead of rainforest wood?&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;In February 2008, the Mayor's Office of Long-term Planning and&lt;/div&gt;&lt;div&gt;Sustainability crafted the Tropical Hardwoods Reduction Plan, which&lt;/div&gt;&lt;div&gt;calls for a 60% reduction in city agencies’ use of rainforest wood by&lt;/div&gt;&lt;div&gt;2020. However, with newly proposed marine transfer stations,&lt;/div&gt;&lt;div&gt;miles-long renovations of Hudson River Park and dozens of other&lt;/div&gt;&lt;div&gt;projects—none of which are counted in the OLTPS Reduction Plan—NYC is&lt;/div&gt;&lt;div&gt;geared to double its consumption of tropical hardwoods.&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;Our City can do better. We can institute a smart, responsible&lt;/div&gt;&lt;div&gt;procurement policy that prevents the unnecessary destruction of&lt;/div&gt;&lt;div&gt;pristine rainforests.&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;All of the outdoor infrastructure currently using tropical hardwoods&lt;/div&gt;&lt;div&gt;can easily and readily be constructed with alternative materials such&lt;/div&gt;&lt;div&gt;as recycled plastic lumber. This high-tech material, invented at&lt;/div&gt;&lt;div&gt;Rutgers University and favored by the U.S. Army Corps of Engineers,&lt;/div&gt;&lt;div&gt;will last far longer than any wood. The switch to RPL would utilize&lt;/div&gt;&lt;div&gt;NYC’s plastic wastes, create local industry and local jobs, reduce&lt;/div&gt;&lt;div&gt;pollution and save public funds by eliminating the maintenance costs&lt;/div&gt;&lt;div&gt;of rotten and worn wood. City agencies could also opt to build with&lt;/div&gt;&lt;div&gt;durable domestic wood, produced from local sustainable forestry&lt;/div&gt;&lt;div&gt;operations.&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;Many forward-thinking engineers and designers have already embraced&lt;/div&gt;&lt;div&gt;materials that protect rainforests and spark local economies. The&lt;/div&gt;&lt;div&gt;Chicago Transit Authority has utilized more than 125,000 RPL track&lt;/div&gt;&lt;div&gt;ties for their light rail system. RPL ferry terminals have been built&lt;/div&gt;&lt;div&gt;in many sites around the country and internationally.  Here in NYC,&lt;/div&gt;&lt;div&gt;the Parks Department has recently switched to domestic wood for park&lt;/div&gt;&lt;div&gt;benches, thus eliminating the use of 50,000 board feet of tropical&lt;/div&gt;&lt;div&gt;hardwoods each year. Explore the importance of both historic&lt;br /&gt;preservation and sustainabilityâ&amp;amp;euro”and how they can work togetherâ&amp;amp;euro”&lt;br /&gt;through in-depth discussion of both fields and case studies of East&lt;br /&gt;Village tenement buildings and the McCarren Pool in Brooklyn.&lt;br /&gt;&lt;br /&gt;Preservation and sustainability are both big issues, especially in&lt;br /&gt;the current economic environment, but the two movements have not&lt;br /&gt;always worked had in hand. This year the event-packed week will be followed by a Biomimicry Workshop on Saturday April 4, 9:30-4, organized by Jenny Lee, and open to the public.  &lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight:bold;"&gt;A calendar of events, locations, and times can be found at: &lt;a href="http://www.sustainablepratt.org/greenweek"&gt;sustainablepratt.org/greenweek&lt;/a&gt;.  &lt;/span&gt;&lt;br /&gt;&lt;br /&gt;Student Eco-Reps and members of Envirolution are collaborating with Faculty volunteers to create the biggest and most varied campus-wide celebration of environmental action to date on the Brooklyn campus.&lt;br /&gt;&lt;br /&gt;Highlights  include displays, films, forums and lectures in Higgins Hall, the Terian Design Center in Pratt Studios, the Pratt Center/ ARC, as well as outdoor events throughout the campus.  In addition, the recently formed program, CSDS /Curriculum Studies in Sustainable Design, directed by Debera Johnson, will launch its new sustainable materials research library in the Engineering Building.&lt;br /&gt;&lt;br /&gt;Some of the many guest speakers include a design team from FXFOWLE and a representative of the Audubon Society; Bianca Ramsey of the US Green Building Council; designer Brian Collins and architect Kevin Bone, editor of Water-Works and professor at The Irwin S.
